His nearly two decades of experience span industries and methodologies, but his approach remains consistent: understand the business need, build the right team structure, and execute with precision. At Sia Partners, Neil managed multimillion-dollar transformations including a $2M AWS-hosted fraud claims solution and an Agile Medicaid software rollout for the State of New Mexico, while establishing enterprise PMOs that sustained delivery through major organizational changes. His work consistently aligned program execution with executive priorities through disciplined portfolio optimization, rigorous business case development, and proactive stakeholder management—ensuring investments delivered strategic value, not just technical outputs.
Neil’s career foundation includes infrastructure program management at Black & Veatch and Stantec, where he handled multimillion-dollar utility projects from design through construction. That engineering discipline—understanding how systems work from the ground up—informs how he approaches technology transformations today.

Neil combines an MBA in Business Administration with Supply Chain Management specialization from Ryerson University with a B.Eng. in Chemical Engineering from Queen’s University.
